Бизнес-инкубатор - это организация, специализирующаяся на создании благоприятных условий для возникновения и эффективной деятельности малых инновационных фирм, реализующих оригинальные научно-технические идеи. Достигается это путем предоставления им, на льготных условиях или безвозмездно, материально-технических, информационных, консультаионных и других необходимых услуг.
Цель Бизнес-инкубатора – решение проблем субъектов малого предпринимательства, возникающих на этапе становления бизнеса: поиск и оснащение помещений, приобретение вычислительной и оргтехники, получение квалифицированного информационного и консультационного сопровождения.
Омский региональный бизнес-инкубатор – это современный офисный комплекс, расположенный в центре города, общей площадью 3000 кв.м, оборудованный всеми необходимыми коммуникационными системами, оснащенный новейшими системами пожарной и охранной сигнализации, необходимыми видами связи (телефон, Интернет). Бизнес-консультационные пункты открыты во всех муниципальных районах Омской области. Это дает возможность оказывать помощь в развитии предпринимательства через предоставление доступных и качественных услуг. Безработные граждане, представители малого бизнеса могут получить всю необходимую информацию, касающуюся выбора вариантов предпринимательской деятельности; обучаться основам предпринимательства, получать консультации по профессиональной ориентации, вопросам налогообложения, бухгалтерского учета, кредитования, бизнес-планирования, рекламы. Предоставление всего спектра информационных и организационных услуг обеспечивают специалисты государственных учреждений службы занятости населения, областного бизнес-инкубатора с использованием образовательных и информационных возможностей ресурсных центров информатизации образования.

Omsk Regional Business Incubator |
Omsk Regional Business Incubator was established on the initiative of the Government of the Omsk region and with the support of the Ministry of Economic Development and Trade of Russia. Its purpose is to create favorable conditions for development of small innovative enterprises in the Omsk region.
Omsk Regional Business Incubator is located in the four-storey building with total area of 2800 square meters, 1400 square meters of which is the office space. There are necessary support facilities: conference hall with modern multimedia equipment, two exhibition halls, computer classroom and classroom for trainings and negotiation room.
Selection of start-ups who want to take advantage of the business incubator is implemented on a competitive basis.
Main services of Business Incubator for small innovative enterprises:
- Renting of furnished office spaces on favorable terms (25%, 40%, 60% for the first, second and third year respectively from the standard cost)
- Providing life activity of the business incubator, maintenance of communications and office equipment
- Renting of conference halls and a negotiation room.
- Consulting service on questions of taxation, accounting, bank loans, business planning, legal assistance, information technologies, personnel management, promotion events organization and enterprise development.
- Professional development and training (seminars, conferences, training)
- Assistance in search of investors and potential business partners
- Organizing of participation in national and regional exhibitions, forums, auctions
- Assistance in the formation of human resource management
- Providing Internet, access to information databases and business library that are at the disposal of the business incubator
At the business incubator are placed the companies, implementing projects in various sectors of economy, including such as creation of new software products, introduction of new technologies for processing carbon-containing waste, development and production of bio-energy units, production of modern building materials, development of deep gas purification units and many others.
Omsk Regional Business Incubator actively supports educational programs for youth. School of Entrepreneurship of Omsk Regional Business Incubator provides an opportunity for people interested in starting up their own business to understand the basics of planning, organizing and conducting business.
On the basis of the Business Incubator, including online video-conferencing with districts of the Omsk region, the workshops and master classes for beginners and entrepreneurs on various topics are held: the organization and management of business processes, personnel management, quality management, marketing at the enterprise, investment activity and many others.
In 2008, on the basis of the Business Incubator was opened Euro Info Correspondence Center, whose main objectives are: to disseminate information about the European Union (EU), its goals and objectives, legislation, current policy and development strategy; to render assistance in the establishment of business links between Omsk and European SMEs and promotion of Omsk SMEs in the European market; to provide information concerning the EU and Omsk market requirements and opportunities; to make available various business data in accordance with the enquiries from EU companies and companies of the Omsk Region; and to facilitate the access of Omsk SMEs to relevant information regarding the enterprise support programmes and projects funded by the European Union.
In 2008, in all thirty-two districts of the Omsk region, were opened business consulting offices on the basis of job centers. Their activity is directed both at employers of municipal districts, and those who are just planning to start the business. In October 2008, between the Business Incubator, municipal districts of the Omsk region and their job centers was signed a cooperation agreement, according to which experts of the Business Incubator provide consulting and methodological support to colleagues working at the business consulting offices.
Among the partners of Omsk Regional Business Incubator in the field of entrepreneurship support and development in the Omsk region there are leading educational institutions in the city of Omsk, as well as public organizations: Omsk CCI, Omsk Regional Union of Entrepreneurs and Alumni Association of Presidential Programme on Training Managers and Executives in the Omsk region.
In January 2008 on the basis of Omsk Regional Business Incubator started its work Omsk Regional Resource Center. Regional Resource Center brings together all educational programs and activities aimed at training specialists for successful business operation. All these programs are implemented by the business - incubator. The main directions of Resource Center activity are: the formation of the personnel reserve of managers; the development professional competencies for managers and staff of small enterprises through educational programs; promoting business cooperation; development of distance education and entrepreneurs in the municipal districts of the Omsk region; organizing and conducting contests of innovation projects; and also work on implementation of the state plan of training managers and executives for national economy of the Russian Federation.
From June 2009 in order to implement the departmental special-purpose programme aimed at tensions easing on the labor market of the Omsk region, and in pursuance of the order of the Main Division of Public Employment Service in the Omsk Region "On organization of support for small business development and self-unemployed" experts of Omsk Regional Business Incubator consult and assess the business plans developed by unemployed Omsk people.

| | Средства в рамках программ по малому бизнесу концентрируются на поддержке конкретных проектов. Всего поддержку в 2011 году получат полторы тысячи предпринимателей, это в два раза больше, чем в этом году. Из них более 300 - это гранты. Столь пристальное внимание к этому сектору приносит результаты. Уже сейчас региональный бюджет на 18% пополняется отчислениями малого и среднего бизнеса. Это столько же, сколько дает вся омская промышленность. По сравнению с прошлым годом количество занятых в малом бизнесе выросло на 7 тыс. человек. Это 7 тысяч новых рабочих мест. Итогом 2011 года должно стать увеличение количества малых предприятий на 20% и доли занятых в малом бизнесе до 25% от общей численности. Особое внимание будет обращено на такие показатели, как число стабильно действующих предприятий малого бизнеса в районе, количество созданных рабочих мест, объем банковских кредитов, привлеченных предпринимателями в район, доля налоговых поступлений от предприятий малого бизнеса в доходной части районного бюджета.
